This board is where the fund is argued, decided and accounted for. There is no treasury key on the website, no wallet login, and no way for an admin to move money quietly.

A proposal answers four questions:
- Who gets the money? A named organisation, not a personal wallet.
- How much, and in what?
- What does it buy? Food, water, shelter, legal aid, medical aid, safety equipment bought by people trained to use it.
- How do we verify it? A receipt, a delivery note, a published invoice — something another person can check.
A vote happens when there is money to move. One person, one voice. Holding $CHOP buys no extra weight; neither does donating. If a proposal cannot survive an argument here, it does not get paid.
A payment goes from the public wallet to the organisation, and the receipt is posted in the same thread. Grants that fail get posted too. The boring ones especially.
What this is not: not a slush fund, not a launchpad, not a place to organise violence. If you want to buy the meme, buy the meme. If you want to fund the work, send SOL to the wallet and say so here.
